Seattle Seahawks running back Rashaad Penny (hamstring) is inactive for Week 4 against the Arizona Cardinals.
What It Means:
Penny also sat out Week 3. Despite fumbling issues, Chris Carson will once again lead the Seahawks' backfield. C.J. Prosise should factor in on passing downs.
