8 Fantasy Football Sleepers for Week 4

Joe Flacco is usually someone you find in that Eli Manning tier of fantasy quarterbacks, but he has looked surprisingly viable to start the year. He sits 14th among quarterbacks in fantasy scoring, averaging 18.3 fantasy points per game.
His 4.7% touchdown rate isn't likely sustainable (he has only topped that twice in his 10-year career and has an average of 3.8%), but this week's matchup with the Pittsburgh Steelers means that we don't need to be too concerned about regression.
The Steelers have allowed no fewer than 21 points in a game this season and are allowing an average of 30 points per. Our metrics have them as the league's 21st-ranked defense, and that has translated to the third-most fantasy points per game (29.2) to opposing quarterbacks. None of the three passers they have faced failed to top 23 fantasy points, and only Tyrod Taylor failed to post at least 300 yards and 3 touchdowns.
The Baltimore Ravens' passing game is clicking in 2018, ranking 12th in Adjusted Passing NEP per play, and that's not likely to change in this soft matchup.
